Secretary to Several Boards

By law the County Clerk serves as the secretary to several boards, including the Board of County Commissioners, the County Excise Board, the County Board of Equalization, and the Board of Tax Roll Corrections. Secretary in this context is an official title for the County Clerk's role before, during and after the business meeting held by these boards. For example, the County Clerk posts the agenda and ensures that the proceedings, decisions and official votes of each member are accurately recorded and maintained as permanent records. In addition, the Clerk keeps the seals, records and papers of the Board of Commissioners and attests to any action taken by the Board.

Registrar of Deeds

Legal instruments such as plats, deeds, oil and gas leases, real estate liens, and other liens against property located in the county are filed with the county by private citizens and public officials are kept and preserved by the County Clerk. Most records kept by the County are classified as "open records." As such, they may be viewed and mechanically copied by the public. Requests for public documents are made through the County Clerk's office.

Financial Management

The budgeting and expenditure of the county's monies are processed through the County Clerk's office. The Payroll Department prepares the monthly payroll warrants and all required state and federal tax reports for the elected officials and all county employees. The Purchasing Department reviews all claims for payment of goods and services and prepares the warrants for payment. The Purchasing Agent prepares and monitors all county bids for projects, goods, and services in excess of $25,000.
